Polio eradication action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

Global Polio Communications Indicators

Following an expert consultation, the Global Polio Eradication Initiative (GPEI) Communication Indicators were established to help key stakeholders assess and monitor progress towards milestones outlined in the 2010-2012 Strategic Plan. They provide insights into how well the high-risk countries are performing in the areas of communications and social mobilisation by measuring performance against a core set of indicators and targets.

This resource consists of a table that is divided into 4 categories, for which each the following are listed: indicators, target and risk assessment, and sources of information. The categories include:

  1. Impact: Indicators include:
    • "Percentage of children (6-35 months) with 0 doses OPV [oral polio vaccine] in non-polio AFP [acute flaccid paralysis] cases
    • Percentage of children (6-35 months) with more than 4 doses OPV in non-polio AFP cases"
  2. Outcome: Indicators include:
    • "Trends in missed children due to refusal to accept OPV nationally and in high-risk (HR) areas
    • Trends in missed children due to all social barriers ["the cultural, religious, political and economic reasons that may contribute to an overt or covert resistance to vaccinate"] to accept OPV nationally and in HR areas
    • Percentage of caregivers aware of polio campaigns prior to the arrival of vaccinators
    • Source of information from those caregivers who report having heard any campaign message ("Targets should focus on IPC [interpersonal communication], and higher trends in areas with communications staff than those without")"
  3. Process: Indicators include:
    • "Social data is systematically used for communications planning [This involves assessing the consistency in planning based on regular coordination meetings and whether the social data is reflected in the meeting minutes]
    • % of planned activities that took place in High-Risk Districts or LGAs [local government areas] that reported timely receipt of funding"
  4. Inputs: Indicators include:
    • "Percentage of identified polio communications personnel in place [at designated Global Polio Eradication Initiative (GPEI) posts] in a country programme
    • Percentage of identified polio communications field personnel in place [at designated GPEI posts]
    • Percentage of designated high risk areas with polio communications field personnel [ at sub-district level]
    • Percentage of HR areas that receive timely communications/social mobilization funding [prior to the supplementary immunisations activities (SIAs) for the past 3 SIAs]"
